How much data you actually need
Most travellers use less than they expect here, roughly 300MB to 1GB a day, because a good part of the day is spent out of range anyway. Data goes to messaging, checking domestic flights and uploading photos once you are back in town.
When you land
Jacksons International in Port Moresby (POM) is the main gateway. Nadzab at Lae (LAE), Kagamuga at Mount Hagen (HGU) and Tokua near Rabaul (RAB) carry most onward domestic legs. The one land crossing travellers actually use is Wutung on the Indonesian border near Vanimo. Switch the line on before you leave the terminal, because onward flights and hotel pickups are usually confirmed by message.
Where coverage changes
Service is dependable in Port Moresby, Lae, Mount Hagen and Madang and along the roads immediately around those towns. It thins quickly once you leave them. Highlands valleys, Sepik river villages, the Kokoda Track and the outer islands of New Ireland, Bougainville and the Trobriands often carry signal only near a station town or on one ridge. Treat anything outside a provincial capital as intermittent.

Realistically no. Port Moresby has no road connection to Lae or the Highlands, so moving between regions means flying or taking a boat, and both change schedule often. Will I have signal on the Kokoda Track or in the Highlands?+
Plan on not having it. Most of the track and the deeper valleys have no service at all, with occasional bars on a ridge. Tell people at home your plan before you start, download offline maps, and agree with your guide on when and where you will next be contactable.
What is data actually for in Port Moresby?+
Mostly for confirming hotel transfers in advance, staying in touch with a driver who was arranged for you, and checking flight status before you leave the property. Visitors rarely walk or take transport at random here, so pre-arranging by message is how the trip is normally run.
