The familiar limitation applies all the same: it does not follow you down to the platform beneath the terminal, and it certainly does not board the train that is about to take you into the city.

If you are a transfer passenger heading into town to fill a layover, though, budget for half a day of maps and sign translation, which will cost you several times what the journey in does.
