Overland there is the Masnaa crossing, the main route to Syria, plus the northern crossings around Abboudieh and Arida. Turn the line on inside the terminal, because getting into the city usually means meeting a driver whose price you agreed in advance rather than joining a metered taxi rank.

The villages themselves usually have service, but the climb up is switchbacks and rock faces, so coverage cuts in and out with the angle of the valley. Download the route offline before you leave the coast, and if someone is expecting you, send your estimated arrival while you still have bars. In winter some of these roads close for snow, so message the guesthouse before you set out rather than after.
Local number or eSIM for contacting people on the ground?+
In practice nearly every conversation happens on WhatsApp, which is tied to your existing account and runs over data, so a local number is rarely the point — a stable data line is. Keep your usual SIM in the phone to receive bank verification codes by SMS with its data roaming switched off, and leave the eSIM set as the data line for the whole trip.
