Cape Verde is an Atlantic archipelago where the islands have almost nothing in common: Sal and Boa Vista are desert and beach, Santo Antão is steep valleys for hiking, and Fogo has a volcano to climb. Planning is therefore mostly about ferry schedules and inter-island flights that need rechecking, and a working line is what lets you confirm the room on the next island and follow the sailing times while you are still on the current one, rather than finding out at the pier that the departure moved.

About 500MB–1.5GB a day for maps, checking ferry and flight times, messaging guesthouses and uploading beach photos. If you are working remotely from the apartment or tethering a laptop, budget 2GB a day or more.
There are four international airports: Amílcar Cabral on Sal (SID), Nelson Mandela at Praia on Santiago (RAI), Cesária Évora at Mindelo on São Vicente (VXE) and Aristides Pereira on Boa Vista (BVC). Moving between islands means either domestic flights or the CV Interilhas ferries, and the busiest crossing is Mindelo to Porto Novo on Santo Antão, which has no airport in service, so the boat is the only practical way over.
The main town on each island — Praia, Mindelo, Espargos, Sal Rei — works continuously. It thins in the deep valleys and along the ridges of Santo Antão where most of the hiking is, inside the crater at Chã das Caldeiras on Fogo, across the desert interiors of Boa Vista and Maio, and mid-channel between islands, where service simply goes until land is in sight again. Save maps and tickets to the device before boarding a boat or starting a walk.

No. Cape Verde is an independent West African country outside the European Union, so it is not inside the EU roaming rules, even though Portuguese is the official language and there are direct flights from Lisbon. Open the country list on the plan page and look for Cape Verde or Cabo Verde by name; if it is not listed, treat it as not covered rather than assuming the Europe bundle stretches this far south.
It depends on the pair of islands. Mindelo to Porto Novo on Santo Antão is boat-only, because that island has no airport in service. Longer hops such as Sal to Praia or to Fogo are usually flown, simply because it is far quicker. Ferry timetables shift with sea conditions, so recheck the day before, and never book an international connection for the same day as a crossing without a comfortable buffer.
In patches. Villages and open ridges usually work, but the bottoms of the deep valleys — the routes dropping down to the coastal hamlets — go quiet for long stretches. Load the map and the route track onto the phone before you set off, tell your guesthouse which trail you are walking and when you expect to be back, and bring spare battery: running GPS all day where the signal keeps coming and going drains a phone much faster than usual.
Cape Verde runs an online traveller registration and airport security fee payment through the official EASE portal, which is best completed before departure with the confirmation kept both as a file and as a printout. Visa conditions differ by nationality, so check official channels before buying tickets.
