Both routes end with data in hand; the difference is the steps and the unit price. A top-up reuses the existing profile, so there is no new QR. A new plan means installing again, which itself needs a working connection at that moment.
If the data is fully gone and there is no Wi-Fi, installing a new profile is impossible. Top up before you hit zero, or install a spare plan in advance.
