Some services stop in the Naruto area before going on to Tokushima. Journey time is roughly two hours or more, depending on traffic, stops and the specific run. Travellers staying in Kyoto usually take a train to Osaka or Kobe and pick up the bus there, as direct buses from Kyoto are less common. Check that the stop is actually close to your destination, because Naruto has several stops and they are spread out.
From airports and nearby cities

Passes and tickets
The Japan Rail Pass covers JR lines, including JR Shikoku, but it does not cover private highway buses, and some services are not run by JR. For the direct Osaka-to-Naruto bus route, a rail pass therefore does not help. Regional tickets for the Shikoku area are also sold to foreign visitors, but names, coverage and conditions change over time, so check the JR Shikoku website to see whether one is still on sale and whether it suits your route.
