Jawapan ringkas

  • From Osaka, the highway bus over Awaji Island is the most direct option; the train route detours via Okayama.
  • From Tokyo it is a long day: fly to Tokushima Airport, or take the shinkansen to Okayama and change to local lines.
  • Times, fares and passes change, so confirm with the operator before every purchase.

The most practical way to reach Naruto is to start from Osaka or Kobe. Naruto sits at the far north of Tokushima Prefecture on Shikoku, facing Awaji Island and the Onaruto Bridge. On the map it is much closer to the Kansai region than to Tokyo, but there is no direct shinkansen or express train from Kansai, so you choose between a highway bus across the Akashi Kaikyo Bridge, a rail detour through Okayama and Takamatsu, or driving yourself.

From Tokyo

From Tokyo there are two main approaches. The first is to fly from Haneda to Tokushima Awaodori Airport, then take a bus or train into Tokushima city and continue on the Naruto Line for about another half hour. The second is the Tokaido-Sanyo shinkansen to Okayama, which takes roughly three and a half hours, then a rapid service across the Seto Inland Sea to Takamatsu, the Kotoku Line to Tokushima and the Naruto Line to Naruto. Together that fills a whole day. Flight schedules, availability and fares change with the season, so check directly with the airline.

How to get to Naruto, Tokushima, from Tokyo, Osaka, Kyoto and the airports

From Osaka and Kyoto

The most popular route is a highway bus from Osaka (around Umeda or a nearby terminal) or Kobe, over the Akashi Kaikyo Bridge to Awaji Island, across the Onaruto Bridge and onto Shikoku. Some services stop in the Naruto area before going on to Tokushima. Journey time is roughly two hours or more, depending on traffic, stops and the specific run. Travellers staying in Kyoto usually take a train to Osaka or Kobe and pick up the bus there, as direct buses from Kyoto are less common. Check that the stop is actually close to your destination, because Naruto has several stops and they are spread out.

From airports and nearby cities

Besides Tokushima Airport, the airports Thai travellers use most often are Kansai (KIX) and Itami, from which you take a train or bus into Osaka or Kobe and then a highway bus to Naruto. Some operators may run buses straight from Kansai Airport, which you should verify before you travel. Takamatsu on Shikoku has its own airport and a Kotoku Line rail link to Tokushima, which suits a longer Shikoku trip linking several cities. Tokushima city is effectively the gateway to Naruto, with Naruto Line trains leaving Tokushima Station at intervals and taking a little over half an hour.

With several changes involved, from the highway bus to the Naruto Line to local buses out to the whirlpool viewpoints, a working data connection is a big help for maps, timetables and translating signs. An eSIM set up before departure means you do not need to hunt for a SIM counter at the airport.

Train, bus or rental car

ModKelebihanLimits
Highway busDirect from Kansai, no changeTied to runs and stops; traffic can delay it
TrainPunctual, and a rail pass may cover part of itSeveral changes; Naruto Line services are infrequent
Rental carFlexible; easy to continue to Awaji Island and the coastNeeds an international permit, tolls and parking at sights

For a solo traveller or couple who would rather not drive in Japan, the highway bus is the easiest answer. For a group of four or five who plan to continue to Awaji or into inland Tokushima, a rental car is often better value and more convenient. Drivers need to be comfortable with Japanese traffic rules, including driving on the left, and should check the pick-up and return conditions.

Passes and tickets

The Japan Rail Pass covers JR lines, including JR Shikoku, but it does not cover private highway buses, and some services are not run by JR. For the direct Osaka-to-Naruto bus route, a rail pass therefore does not help. Regional tickets for the Shikoku area are also sold to foreign visitors, but names, coverage and conditions change over time, so check the JR Shikoku website to see whether one is still on sale and whether it suits your route. A simple test is to add up the individual tickets for the legs you will actually ride and compare the total with the pass price.

Luggage and reservations

  • Some highway bus runs need advance seat reservations, especially in holiday periods
  • Large suitcases may go in the hold; ask the operator about size and number limits
  • Small stations on the Naruto Line may lack lifts or lockers, so leave large bags at your main hotel if you are moving between several stops
  • Allow at least half an hour when changing from bus to train
Rail and bus timetables, flight schedules, fares and pass conditions can change at any time. Check directly with the operators, such as JR Shikoku, the highway bus companies and the airlines, and use the Japan National Tourism Organization at japan.travel for general information, before buying tickets or booking.
