A typical trip uses about 500MB to 1.5GB a day, because navigation stays open while you drive, on top of messages and photos. If you upload dive video every night, budget nearer 2–3GB a day, and add more when everyone in the rental car is on your hotspot instead of their own line.
The main gateway is Saipan International (SPN) at Chalan Kanoa on the south of the island, with flights from Seoul, Tokyo, Manila and Guam. Tinian (TIQ) and Rota (ROP) have their own airports, reached from Saipan on short light-aircraft hops. Get your line running at SPN, since picking up a rental car and confirming a hotel transfer usually needs you online as soon as you clear the counter.
Signal is best along Saipan's west coast, from Susupe up through Garapan to San Roque, which is where the hotels and restaurants sit. It thins in patches up north around Marpi, at the coastal caves and cliff sites, and on the climb to Mount Tapochau. Tinian and Rota have service around the main villages of San Jose and Songsong but drop out along the quieter ring roads. The islands further north are essentially uninhabited, and you should not count on coverage there at all.

Normally on a light-aircraft flight from Saipan airport. The hop is short, but seats are limited and the schedule moves with the weather, so book ahead and reconfirm on the day, since changes are usually passed on by phone or message. Leave slack if you have an international connection the same day, and save the airline's number and your onward accommodation on the phone before you set out.
The US dollar, and most shops and hotels take cards normally. For car rental, each company sets its own conditions on foreign licences, international permits, minimum driver age and the credit card used for the deposit, so ask specifically when you book and keep the confirmation email available offline. Airport desks often open around flight times, and there may not be much room to fix a paperwork problem on the spot.
The Guam–Saipan flight is short and runs several times a day, but Guam and the Northern Marianas are separate jurisdictions, so confirm the entry requirements for your passport with the official authorities before flying. The same caution applies to connectivity: a package that lists Guam does not automatically include Saipan, so check the coverage areas named in whatever plan you are carrying before you leave.
