It starts to change the moment you climb into the ring of hills that surrounds the place.

The city itself is even, and the metro stations and the pedestrian underpasses work. Night markets under canvas, packed shoulder to shoulder, feel slower at peak hour rather than dropping out. The riverside parks and bike paths are open and good. The real change is the surrounding mountains — the road up Yangmingshan, the stepped trails onto the hills behind the city — where the line fades into the gullies and returns at the open viewpoints.
A sightseeing day runs about 1–1.5GB, with the map always on and restaurant searching happening on the move. Because rain arrives without warning, most people check the forecast several times a day — small each time, but frequent. Filming a night market and posting it on the spot pushes towards 2GB. If two of you travel and one tethers the other, estimate the pair together rather than per handset.

Rain does not take the network down in the city; what it changes is the plan, because walking routes and mountain trips may have to move. Keep an indoor fallback, and in storm season follow the official notices on closures and transport, since those change day to day.
Open the payment screen before you join a queue, because the stalls work fast and the line moves. Agree to meet at an entrance or an obvious shopfront rather than pinning a spot in the middle of a moving crowd. When things slow at peak hour, a short text gets through long before a photo does.
Yes — a country plan covers the whole island, high-speed trains south included. Size it on the trip rather than city by city, and allow a little more for the travel days, when the map and whatever you watch on board run for hours without a break.
