In practice it is very difficult. Visas normally go through a local organiser, travel between provinces usually needs permission papers, and there are checkpoints along the way. Many governments still advise against all travel to the country. Before you consider it, read your own government's current advice in full and check in writing whether your travel insurance covers you there at all, because many policies exclude it outright.

Plan on being reachable in windows rather than continuously. Cities generally work, but on mountain roads and in remote districts you can go quiet for hours, and service is sometimes restricted or suspended in particular areas. Keep maps and key documents saved offline on the device, and agree with people at home in advance which part of each day you will check in, so that silence is not read as an emergency.

Most plans here start when the phone first connects to a network at the destination, so you can install in advance at home and switch it on after landing. Each plan page states its own rule.
