Yes. Travel beyond the Asmara area requires a permit arranged in advance, and it is a paper document you show at checkpoints along the road, not something you file online. Ask your operator or your hotel to start the process on your first day, allow several days for it, and photograph the permit so you also have a copy on the phone.

Make everything work offline. Download maps of Asmara and the road down to Massawa, save your accommodation address, contact numbers and every ticket to the device, and carry printed copies of the important documents. Bring enough cash, since foreign cards are of very limited use, and agree with people at home that you will check in periodically rather than daily.
