Usually not. It reduces speed until the next cycle, so in most cases messaging, maps, and verification codes still work. The detail does depend on the plan, though: some stop data entirely until more is purchased. Throttling tends to be consistent: the same slowness all the time, in a recognisable pattern, where text pages complete but images and video will not. Poor coverage swings about, drops out, and usually improves when you move or step outside. Walking into the open and watching again is the fastest way to separate the two.

It depends on whether the plan supports topping up at all, and whether the top-up counts as a fresh block of full-speed data. On some plans full speed returns immediately; on others the original reset still applies. This varies by provider and by plan, so check before buying whether top-ups are supported.
