Why do some plans not name the supplier?+
Some contracts forbid naming the counterparty. When that applies we say plainly that we cannot name them rather than inventing a label. What we can always state is who the seller is, who receives the complaint, and what the plan's terms are.
Do these criteria mean a listed plan is guaranteed to work?+

A shop that answers those clearly usually handles the rest as well.
