The remaining options are borrowing a connection from a travel companion, finding another free Wi-Fi spot in the airport, or reaching your accommodation first and buying and installing there. There is no way to download a profile with no internet at all.
If I buy a plan before travelling, do I need to activate it right away?+
It depends on the specific plan. Some start counting days from installation, others from the first time the network connects. Check the terms on that plan's details page before deciding when to activate it.
If I already installed it at home successfully, is there anything extra to do after landing?+
Just toggle airplane mode for ten seconds and check that data roaming is on for that profile. If everything was set up correctly from the start, the steps after landing usually finish within a few minutes.
Why does airport Wi-Fi sometimes need an email or phone number just to connect?+
It is a verification step each network operator sets on its own, and it differs by airport and by country. Some only ask you to accept terms, others ask for a phone number or email to receive a code — something entirely outside the traveller's control.
Should I buy a backup plan in case the first one has trouble?+
