Because the profile can only connect to the partner networks in whichever countries the plan page names. If home is not on that list, there simply is no network for it to connect to at all.
Can leftover data still be used after returning home?+
It can still be used only within countries that plan covers. If home is not on that list, the leftover data cannot be used at home even though it has not expired; the only route is saving it for a future trip back to that same country.
Does a regional plan always cover every country in that region?+
Not always; some plans name only certain countries within that region. The full list on the plan page needs opening before concluding which countries it actually covers.
If activation is attempted at home despite not being on the list, can the team fix it?+
No, since this is a limitation of what was purchased from the start, not a technical issue that can be fixed. The plan simply has no partner network in that country to connect to.
