It means the eSIM chip is genuinely there, which is good news, but it is not the whole answer. A handset locked to one network shows its EID just the same and may then refuse a profile from anyone else. Before buying, confirm the lock status with whoever sold you the phone or the operator it is tied to — they are the only ones who can answer that definitively.
Is it risky to send my EID to a provider+
The EID is not a password and does not grant access to your number or the data on your phone, so passing it to a provider you are actually buying from is routine. The things to guard are the installation QR code and the activation code, which are generally single-use: if one leaks and somebody installs from it first, the plan counts as used.

Yes — the EID belongs to the chip in each individual device, so a new phone has its own. They are not interchangeable, because they identify different things. The EID identifies the chip in the phone; the ICCID identifies one specific profile. If the problem is that a profile will not install at all, or a question of device compatibility, the EID is the relevant number. If an already-installed plan is misbehaving, the team will usually want that profile's ICCID so they are looking at the right one.
