Yes, if you pick the right coast. The months when the Andaman is in monsoon are usually good ones on the Gulf side, so switching coasts solves it without moving your dates.
In the hills and valleys in December and January, nights and early mornings are cold enough to need a real jacket while days stay warm. That day-to-night swing is what catches people out more than the absolute temperature.
The middle of each coast's wet season is when visitor numbers and prices are lowest, traded against rain and boat risk. If your plans are flexible and not tied to diving every day, it is the best value window of the year.
