Trust the handset. The usual causes are a regional version that ships without the feature, or a carrier-tied unit. Dial *#06# and look for an EID line; if there is none, the chip is absent and no setting will change that.
I bought the phone second-hand — how do I know if it is locked?+
Ask the seller whether it came from a carrier or was bought unlocked, then confirm the status with that carrier. No on-device menu settles it, and another operator's SIM working is not proof, since some restrictions apply to groups of carriers rather than one.
